In Paper 3, John Jay discusses how a strong national government can do much to promote peace with neighboring powers by offering a whole perspective and response, rather than local independant units, and how as a nation, we can stand strong to grow commerce, rather than be forever divided and bickering amongst ourselves by stronger more established powers.

Paper 4 was about how a strong national government can protect us from threats within by offering a balanced perspective and response to local issues and demagogery.
